About Signal 31
A technical communication agency working in English, Spanish, and French.
Technical products are getting harder to explain, and the audience for their content is getting wider: developers, technical buyers, and now the AI assistants that read documentation on their behalf. Content has to work for all three. That’s what Signal 31 is for.
Founder
Walter Egan founded Signal 31 after two decades creating developer content at Oracle, where he documented Oracle JET, Visual Builder Studio, the Application Development Framework (ADF), and the Mobile Application Framework, and co-founded the Visual Builder Cookbook. Before Oracle, he wrote technical documentation for software companies in Paris, Dublin, and Galway.
He holds a postgraduate diploma in multilingual technical communication from Université Paris Cité, and Oracle certifications in OCI Generative AI and AI Vector Search. He has also completed Anthropic’s Claude Code in Action course.
How I work
Senior-only: the person you brief is the person who does the work.
I work in docs-as-code workflows (Git, Markdown) and structured authoring (DITA/XML), and use current AI tooling, including Claude Code, in day-to-day work. What I learn along the way goes into the Lab.
